Estimate storage savings for a bounded batch of S3 buckets already identified by a deterministic hygiene report as lacking lifecycle rules. The default read-only path is intentionally lightweight: resolve each bucket's actual Region, use compact daily storage metrics and current pricing, reuse existing aggregate age evidence when available, and return a defensible directional range when object-age evidence is unavailable. Do not enumerate whole buckets by default.
