Identify the AWS member accounts that drive network and edge spend for an organization or payer account so networking cost efficiency can be assessed where the money actually sits. This plan collects EC2-Other, VPC, Elastic Load Balancing, and data-transfer cost and usage from Cost Explorer at payer scope and splits it by usage type, because NAT gateway hours and data processing, public IPv4 address charges, EBS storage, and data transfer are all billed inside the catch-all "EC2 - Other" service line and are invisible until the usage-type dimension separates them. It measures the spend trend per account, ranks accounts by share of total network and edge spend, captures the per-account context that billing data can supply such as the dominant usage types and Regions, and produces a bounded top-account list with an explicit cutoff and a machine-readable context block for downstream per-account assessment. This plan is analysis-only: it reads cost and account metadata and never creates, modifies, detaches, releases, or deletes any network resource.
Collect organization network and edge spend split by usage type
Retrieves EC2-Other, VPC, Elastic Load Balancing, and data-transfer cost and usage at payer scope over the configured analysis window, split by member account, Region, and usage type so NAT, public IPv4, EBS, and transfer charges are separated out of the EC2-Other bucket.
Classify spend into network and edge cost categories
Maps the returned usage types into the categories the downstream assessment works in, covering NAT gateway hours and data processing, public IPv4 addresses and idle Elastic IPs, load balancer hours and capacity units, VPC endpoint hours and data processing, and cross-AZ, inter-Region, and internet data transfer.
Measure spend trend and rank accounts by share
Compares the analysis window against the preceding comparable period to establish direction of travel per account, then ranks accounts from highest to lowest share of organization network and edge spend.
Produce the bounded top-account list with an explicit cutoff
Limits the accounts carried forward to those that meaningfully contribute to total network and edge spend, states the cutoff used, and records the accounts excluded and why.
